Learn how to make normal games first.

Unity has a vr option and is free.

System wise any modern gaming pc will be fine.

For skills you should know basic c# or python

i have no interest in making normal games, even if it would help I'd rather just learn for VR to cut down on the time required as my free time is very limited alredy.

I do have a vive alredy just making sure there is no "dev kits" you'd need for it or some other hardware.

Learn how to make normal games fist and programming.

Your not gonna make a good vr game by yourself in any reasonable amount of time.

Then honestly you will get so frustrated you will quit all together. First try something a bit easier. Coding isn't something you just learn, its something you gradually learn over time and mostly through use.

its not like I have ZERO programming knowledge, I am very good in python, HTMl/CSS,and I know some ruby,

what im asking for is things for VR dev SPECIFICALLY, im not looking for go learn to make a normal game. I have made games in python before but i doubt that will help with VR needing to know 3d modeling and stuff like that. (text and 2d based games)

i looked it up and there seems to be unity like you said that doesn't need any knowledge of game dev you just need to learn the unity language from what i've heard.\

im not looking to start from scratch and code my own engine becase that will take like 5 years and i dont have time for that, im looking for something like unity or unreal engine to make VR games

Then install unity and blender and get to work. There is gonna be a lot of work. Your gonna want to play with non vr first. Testing in vr will get a pain and your early builds will just use a normal screen.
