Depends on how good the silicon is. It may or may not be enough.

That Wraith isn't the best, but for a stock cooler? It's fantastic. Heh, you can grab Intel stock heatsink/fans new for $5 usd. Yikes they are awful (Except the old giant ones they used to use on Xeons. Those kicked ass. 2.7" per side and 5" tall beasts) I honestly don't know if they were stock, I just see them on a lot of old Xeon/Intel Mobo combo packages on eBay.

Well maybe, my 1600 maxes out to 73°C @ 3.8GHz and 1.3125V during AIDA64 stability test. I'm happy with this overclock and I'm only buying a NH-D15 to keep the noise to a minimum, not that the Spire is super loud but I want to Handbreak overnight and my desktop is in my bedroom...

 

Btw. you will have to run the cpu fan at 100% on the Spire over 70°C if overclocking.
