Are you using Chrome, Adobe, Autodesk, or anything that will eat RAM? Can you switch to a different browser before you restart your PC to see if that's the issue?

Using Vivaldi as my browser, which is Chromium based so maybe that could be it? It's only listed as using about 700MB currently, pretty reasonable considering I have a bunch of tabs open in multiple Windows. Other than that it's just MSI Afterburner and Rainmeter in the background, and Discord.

Start closing them one by one. See if they dump their RAM usage as reported.

Steam and Battlenet were also running the background so I closed those too. Everything seems to dump its appropriate amount.

Windows is renowned, from earlier windows through to Windows 10 to report incorrect and unusual ram usage statistics in task manager depending on motherboards and chipsets.  

 

But may I ask a question.... how much virtual memory are you running?

 

(control panel==>system and security===>system=====> advanced system settings 

 

Advanced tab==> performance-settings====>Advanced tab====> virtual memory)

I was looking at the stats on my desktop when I posted. However I can tell you that I'm currently on my laptop and it seems to have the same issue. I can check on the virtual memory when I get home.
