The drives will certainly be cooler, if that's what you mean, but a warm hard drive doesn't hurt performance.

Oh no, please don't buy that. Why would you spend $2900 on a system, and then pair it with $40 speakers? Blasphemy. Also, a 1080p monitor in a $3k system with a GTX 1080Ti? That's stupid, even if it is 144Hz. 1800x is a waste of money, just get a 1700, or even a 1700x if you really want. H115i is a huge waste of money. You could easily spend $100 less on a cooler with Ryzen and have the same performance. Plus, a decent air cooler will be a good bit quieter. You're wasting money on RAM for no good reason. You could get two 2x8GB kits for $60 less than that 4x8GB kit.

That's what I'd be spending the money on instead. Killer headphones, and killer speakers, albeit still a fairly budget set. SLI support, of course. 1440p 144Hz G-Sync monitor. Some very nice, quiet fans. 2 for intake, one for exhaust. A nice looking, fairly quiet air cooler that will let you overclock an R7 1700 nicely. 16GB RAM will be fine, and you can still easily add another 2x8GB at any point. If you really want, you could get cheaper headphones like Audio Technica M50x's and get 32GB RAM within budget. I kept the 250GB 960 EVO in there, but included a 525GB MX300 as well. Use the MX300 for OS, games, etc, and then use the 960 EVO where it will actually be beneficial. I've also included a nicer, better quality case(still from Phanteks) with a tempered glass window.

To address all your concerns, I added those speakers and headphones because I already have them. I wanna go water because of the better cooling (yes, know that after 30 minutes the difference isn't that big). I could probably survive with 16 gigs or ram, but with the rescue Frankenstein mac book I have, I easily fill my ram. Don't want another ssd, already got a ton of hdd storage, and the speed decrease doesn't bother me even a little. Last point I want to make, I HATE tempered glass. Now, on the cpu stuff and the monitor. Whats the difference on the die level between 1700, 1700x, and 1800x? and why is the h115i a bad deal? and last, just so you know, my old mobo supports sli

Would've been good to have had that information beforehand about the speakers and headphones then. Not a mind reader. You should still replace those speakers though.

 

AIO is still a waste of money, especially with Ryzen. Waste your money if you want but I strongly advise against it. Again, like I said,a nice air cooler will be quieter.

 

Get the 32GB RAM if you want. 16GB is minimum I'd suggest anyway. Plus since you don't need to buy the headphones, you'll have more budget with what I suggested which means you can just add another one of the 2x8GB kits.

 

Just because you have "a ton of hdd storage" doesn't mean you shouldn't have an SSD. The 960 EVO is stupid for OS and games, hence the MX300. You'll definitely notice the difference between an MX300 and an HDD when you're trying to load GTA V, or even play it for that matter.

 

How can you hate tempered glass? That makes no sense to me. Unless you just dislike side windows altogether?

 

The difference between a 1700 and 1800x is that the 1700 has slightly lower stock clock speeds. That's it. 

 

The H115i is a bad choice because like I said, a $30-40 cooler will be more than enough for Ryzen. If you're so adamant on an AIO, you can get one for $80-100, no need to spend $140.

 

What does your old motherboard supporting SLI have to do with anything?
