Probably because it's the wrong BIOS for your card.

You need a 480 bios.

*Facepalm* The GPUS have different hardware. Essentially. More compute units and other things,as a result a different BIOS is needed for the 580. 
You have 480, so please use the 480 BIOS.

 

They use polaris 20 architecture which is different then polaris 10. that the 480 uses

Thats not true. there are also people who have flashed their BIOSes to 580s, and linus even mentioned flashing a 470 to the 570 in the latest wan show

470 and 570 use the same gpu archetecture (don't know how), so it may be possible but from a 480 to a 580....Please...Don't do this...

i have a dual bios so theres no real downside, im not dumb enough to do it with only one.

Have you tried this? 

For mismatch you need to use -f when flashing.

there actually arent any 4gb bioses out on techpowerup now, but i figured it would work since you can give 4gb 480s 8 gig bioses

no i open it in regular ati flash and then press program... could you send me a guide to the other or tell me how? i know this is asking a lot...

The 480 and 580 are based on the same chip. Literally the only difference is between the clockspeeds and default voltages. There isn't a difference between the core counts.
