I'll just list out the stuff I would change:

 

-A 7200 RPM SEagate Barracuda

-A lower wattage PSU from Corsair, XFX or Seasonic

- A BeQuiet! Dark Rock Pro CPU cooler

-Try and fit a 280x into the budget. 

-Don't get a shitty TN monitor, look at the Asus Proart series like the PA248 or Dell U2412m

The Haf 912 case will take cpu cooling towers up to 170mm so there is no need for a low profile unit. I'd suggest a Cooler Master Hyper 212 EVO, good unit at a reasonable price. If budget permits go for the GTX 770. Otherwise, pick a decent 500W psu.
