Same reason the 8320 exists, because something didn't quite meet the threshold of what is required to be a 290x, I believe the 290 has 4 non-working Modules? Units? That don't work as a result of a chip malfunction disabled and instead of throwing these in the bin they give everyone still amazing performance at a lower cost.

In order to have a card available for all price ranges. Just like Nvidia has a 780 and a 780ti. Having a bigger variety of cards all at different prices helps the consumers choose each part based on the amount of money they have to spend.

 

For example if you are upgrading and just need about $50 to afford a better CPU or motherboard but still want to have a high end GPU. Then just get the 290 instead of the 290x and you will be able to use that $50 on something else on your PC.
