It goes a bit over budget, but the W10 key is more reliable, there's a better power supply, and better MB.  If you need to save money, downgrade the MB, or remove the cooler, as AMD's stock cooler is good enough for some overclocking and is a bit better than the 212 Evo.

Will this PC work? In the compatability notes at the bottom it says the cooler master master air 4 might require an adapter to fit my prime b350 plus. Other than that do yoy guys have any suggestions?

SeaSonic S12II 520 Bronze and SeaSonic M12II 520 Bronze are better psu.

According to http://www.coolermaster.com/amd-am4-ryzen-compatability/en/ an adapter kit is required for the cpu cooler.

80+ ratings certify electrical efficiency. Not quality.

You can fit a better, fully modular, way more efficient power supply into your budget, as I've shown.  Why don't you?

While looking at this, you could get a Ryzen 7 1700 (which performs almost identical to the 1600x) and use the included CPU cooler and get an aftermarket at a later date. The overclocks at the moment aren't much higher on aftermarket air coolers. That is something to consider if you are getting everything right now.

There won't be any significant decrease in performance, and a good PSU is way more beneficial for your PC's longevity.

Also, if you could quote me when you respond to me, it'd be much easier for me to maintain this conversation.

This is true, but with the full 8 cores of the 1700, temperatures will be higher, and you'd have to make other sacrifices, as well, such as in the PSU, which I've already explained is a bad idea, or storage, which makes your computer seem slower than it is.  Bad storage is a massive handicap.

Ok i see your point. What do you think of the roswell photon 550. Specs are 550w 80 plus gold. Im a little confused about the form part of the psus'. It says that the form is an ATX12v/esp12v. Is that compatible with the rest of my computor? Also thanks for all the responses and helping me @N3v3r3nding_N3wb

Yes, ATX is the form factor that you want. PCPartPicker would tell you if the case and power supply were different. I've had to update my recommended build from yesterday because the price of that RAM went back up.  It now has a slower SSD, 200 Watts less on the power supply (but still more than sufficient), and RAM that's $10.00 less expensive.  I recommend just copying this build and saving over it, instead of trying to update yours.  It's much easier.

@brob im considering grtting the seasonic power supply s12ii 520 bronze. But what makes it better than the evga one.?

Better components and built by Seasonic, a tier 1 manufacturer. The EVGA BQ is built by Andyson, a tier 2/3 manufacturer. Tiers are very rough guidelines on general quality.

The Seasonic uses all Japanese capacitors. The BQ has some but not all Japanese capacitors. (Japanese capacitors are considered by most to be much more reliable and longer lived.)

The Seasonic has a 5 year warranty. The EVGA has a 3 year warranty.

Unfortunately the JohnnyGuru.com web site is down so the Photon 750 review, http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story&reid=405, is not avaialble at the moment. Suffice to say that the site gave the psu a 7.9 rating. Anything less than 8.5 is not worth looking at given the competition.

I did find http://www.overclock.net/t/1572228/why-you-should-not-buy-a-rosewill-photon, which is informative.

Ok you convinced me that the roswell is bad. But whats a good seasonic psu then? Thats also pretty cheap.
