CPU problem or malware?

Hello people.

I'm having issue with my cpu or malware i think.
At random time my cpu is going 100 % and it lasts about 1 sec and my pc freezes in that second while im in desktop , web browser or gaming, for example when im moving my mouse from one place to another it is not smooth like normal but got some kind of lag. When i go into processes there is nothing suspicious everything is normal i cannot catch something. I've tryed reseting my windows 10 twice but still got the problem, maybe malware? Should i format my primary SSD cos i've formated my secondary HDD yesturday and when windows reset was finished i got article that some of my files are not removed and if i want to remove them i should try reseting the windows again. Before i reset my windows i've tested the temps in cpuz and CAM software and they were fine, max 45-50, even with asus aura lighting ( i set the leds on cpu temp) the leds didnt go even on orange. Drivers are up do date.

some screenshots:
first: when i turned on - http://prnt.sc/evnjmb
second: when i turned on csgo and minimized the game - http://prnt.sc/evnjtn
third: after i played csgo for a while - http://prnt.sc/evnjwo

Picture from CPU Z and Open Hardware Monitor while gaming  http://prnt.sc/ew0c0t

picture from bios: http://prnt.sc/ew056h

Please help me i'm suffering this problem for a month (before that month i've played GTA V, CoD Infinite Warfare, Battlefield 1 and many more) and i didn't have any problems? I read that maybe the mouse is causing a problem (Logitech G900 Chaos Spectrum with 1000 polling rate but i've tryed with 250 and still the same)?

My specs:
CPU: I5-6600K
Mobo: Asus Z170 Pro Gaming/Aura
Ram: Corsair Vengeance Led 3000Mhz 15CL 16GB
Cooler: Enermax ETS T50 AXE
GPU: Asus Strix GTX 960 DCII OC 2G
SSD: Samsung 750 EVO 120GB
HDD: Toshiba 1TB
PSU: Be quiet! Straight Power E10 700W

Thanks for Your answers.

P.S : Just noticed something when i hover with my mouse on some buttons in my web browser i got that 100 % and lag in my mouse.

Just to check, have you run antivirus, anti-malware and/or anti-spyware software?

Ryzen 1700 4GHz OC, Gigabyte AB350-Gaming 3 Motherboard, Corsair 32GB 3000MHz RAM, Gigabyte RTX 2080 Super

Alienware 13 R3, 7700HQ, 16GB 2667MHz RAM, GTX 1060 6GB

Try booting your computer into safe mode to see if the issue is still present.... Try installing malwarebytes for free and running that - thats a pretty thorough malware scanner...

I'd also try doing a CMOS reset in case its the UEFI being dumb

ok, so the CPU usage spiking to 100% as soon as you're opening task manager is normal - it only spikes for a second then drops back down to zero...

Even looking back at your initial screen shots, the first one where you just turned the computer on (ignoring the fact that it says that your computer has been on for 22 hours), again it seems kinda okay considering that its over a 60 second period, starting with the huge spike where task manager is opened, and then slight CPU fluctuations, but no constant useage - so its probably just some system processes. The second and third ones also seem perfectly fine in the given instances..

I cant really explain why your system might be freezing for 1 second though, but if the issue isnt happening when youre in safe mode, then I think the best thing to do would be perhaps try running disk checking to scan for any issues and repair them..... The CPU fluctuations are okay, if it were constantly hammering your CPU useage when nothing was being done, then that would be an issue...

To run disk checks in windows 10:
