So i'm planning o eating a ryzen CPU in the next few weeks to replace my 8350 and i'm having trouble choosing between the 1600 and the 1600X. I know the differences between the two but does it really justify the extra money when i could just overclock the 1600? Also I need to buy a new CPU cooler that supports AM4 socket so if anyone has any recommendations that'd be great :)

Well its really up to you whether the extra price is justifiable. I do not know how much money you have and how much you would value the extra performance. Go with your gut. As for a cooler would you want a standard heatsink  or a AIO watercooler

Also, remember about the silicon lottery. There is no guarantee of the overclock you will get

It really depends, if overclocked 1600 performance is equal to 1600x there's not much reason to buy that actually, considering the extra cost of a better cooler and motherboard. Though who knows, maybe ryzen will overclock better in the future.

I dont think 1600 can be overclocked

Most cooler manufacturer's will offer (free) AM4 socket compatible mounting hardware. If you like a cooler, check the manufacturer's website and they will most likely show if they will support the AM4 socket with their current line of products.

All Ryzen CPUs can be overclocked.

OP: I think the 1600x only makes sense if you want the additional clocks, and don't want to overclock, and already have a cooler (or plan to buy one no matter what).

The 1600 is a better value due to the stock heatsink and the possibility to overclock it maybe as much as the 1600x, and at least to 1600x stock base clock on the stock heatsink.

i currently have a 212 evo and it's great but i've looked for am4 brackets and they've been out of stock for a while now, and i've heard that some people are still waiting for am4 brackets from some companies so i'd rather just buy a new cooler with a bracket in the box than have to wait ages to get one.

a 1600 and 1600x are the same chip and perform identical given the same clocks. that said we have not been able to achieve any faster than 2933 ram on any 1600 to date though this is due to MB support imho. both chips depending on the lottery overclock from 3.8-4.0 with so,e overclocking up to 4.1. in my opinipn there is no reason for a 1600x to exist but i recommend overclocking sooo ymmv
