Delay usb device

So i have 2 presentation PC's who have touch screen,

1 PC have programm what is easy i just replaced shell in registry from explorer to that app so nothing else starts only app.

other pc is little bit challange since it dont have difrent app but its google chrome running on fullscreen, who is displaying prebuilded web what is on pc itself, i tried to do same buy placing chrome in shell but it didnt work.

I need somehow delay every usb device before chrome is fully started , anyone have any ideas?
