Is the Power management set to High Performance? That's usually why.

actually you were right, tired to put it on power saver and i saw it drop to 800 MHz , but my balanced one was bugged somehow, so i tired to reset it and i guess it fixed the problem now thanks !

so iv just noticed that my CPU clock speed is always at its max , no matter what i do. This was not the case even yesterday, usually id get 800-900 MHz when idle and then depending on work load, but now its allways at 3.8 GHz (boost clocked i guess)

i'm using realtemp 370 to see my temps and when it hit 65 while playing league and all windows open i just checked and this occurred, any ideas why and how ?

If you have a fancy enough motherboard their's a BIOS setting that forces the CPU to run at boostclock speed 100% of the time. Though based off your story I doubt it's enabled.
