Considering XBOX loses money every console they sell and earn it back through xbox live, nothing can match it.

For $500 maybe ryzen 3 or 5 with rx480. 30FPS max.

If you got really lucky on craigslist or something like that and got a good cpu, mobo and drive for about $100 then you could get a 1070 and playable 4k would be conceivable. But it's always tough to compete with a console on day one, it will be a much easier task in a couple years
