How to replicate:

1. Click on Notification Icon

2. Scroll through Notifications until bug shows itself.

I managed to replicate it in Edge but it doesn't happen in Vivaldi.

Sorry, this is an Edge rendering issue. There is nothing that modifies the notification menu after it has been displayed.
