That is different. That is the FPS lock in game not the refresh rate of the monitor.

I have a 144hz monitor and I never had problems with 60fps games?

Get third party configuration tools for FO4. They all have FPS limit options. You can even use console commands to do it too.

 

I have played around with FPS and I found that you are ok until 80 fps.

 

Anything over that, you start to notice annoying things happen to your game. Audio and lip sync issue is a major annoyance at high FPS with this game.
