I have a video that I need to speed up by a factor of 126/119 or about 1.05 times. I need the video and sound to be sped up but without increasing the pitch of the sound. I tried this with Shotcut, but the sound was higher pitched. Do you know of which software to use to speed up the video and audio without increasing the pitch?

You'd have to go into an audio editing program to readjust the sound after speeding it up by 5% (or 105% or 1.05 times, depending on how you look at it).  It's hard to avoid changing the audio's pitch if you speed it up that much, it mainly depends on the pitch of the original audio and I think you can get away with it up to 2-3% increase in speed but 5% might be just a tad too much.  So use a program like Adobe Audition or Pro Tools or something similar (perhaps Audacity) and work on modifying the audio to make it sound the way you want it again.
