I am planning on building a pc for real cheap just to run my second monitor so im a get 

HP DX2400 motherboard 

an x5450 

and a gtx 465 

 

What is the cheapest power supply i could get that wouldnt kill me in my sleep

For the components you'll be using, since that's a GTX 465 and those pull quite some power, you'll want something like the S12II 520W from Seasonic. Or Corsair's CX450M but be warned, it will get loud (not as loud as a 465 though I suppose)

Cool 85$ for a pc i can handle it being a little loud

Yeah that's not bad. The GTX 465 is power hungry as fuck (people who think the R9 290/390 was power hungry really must have missed the original furnace, the 400 series from Nvidia). That said, it should easily cope with some games at 1080p (I had a similar 560 Ti, and at the very least it does DoTA, lol). If you get some $120, a discounted or used GTX 1050 Ti would be a nice upgrade to your system.

 

Also keep in mind that Xeon doesn't have HyperThreading. So it's only a quad-core, a bit better than a Q6600 though for sure.
