Preferred Wifi networks

OK, so due to my dad shutting down the router at night for whatever reason, I need to do a "preferred network" sort of thing on a PC running Windows Server 2012 R2. Basically what I need it to do, is when it loses (for simplicity's sake) WN1, have it connect to WN2, but when WN1 comes back online, have the PC connect to that. Sorry if this is worded weird, but I'm doing this while I'm super tired. :P

the only way you can turn is to the router/AP and see if it has settings for roaming assistance

Do you know of any third-party programs that can do this? I'm open for options since the PC I need to do this on is a laptop with a broken screen. :P

there aren't any WiFi managers, maybe for Ubiquity routers/APs, but not for general use - Windows just wasn't built that way

 

the issue I had is with my laptop when moving from one end of my apartment to the other - it wants to stick to the extremely low signal WiFi no matter what -_-
