I thought that too when i re-installed after my HDD broke down, a few were, but most weren't as it's up to the devs to add support for cloud saves. You can check if your favorite games supports cloud saves by rightclicking them in your steam library -> properties -> updates -> Then there should be a checked "enable steam cloud" box if your game supports it

Pictures, documents, music, videos, bookmarks, games / games saves / mods that aren't cloud-saved. Also, downloading and backing up anything you have to install after reinstalling Windows can be convenient.
