Strange FPS in some games with the Strix 1070

Anyone has weird fps in some games with the 1070 strix ? I noticed when playing Warframe my fps was at 250+ and them is randomly dropped to 30 fps and dropped as low as 11 fps and stayed there but if I reload the games it's back at 250+... Didn't notice this in BF1 nor any other game i played but it happens frequently with warframe.

Personally I'm leaning towards wonky drivers. Run DDU and perform a fresh install of the latest drivers.

These are clean drivers... That's one of the first things I did, but wouldn't wonky drivers affect all games and not just this one in particular ?

65 ish with 99% usage and it's boosting up to 2080 and staying there but fps is at 30 or below.

Your CPU is (probably) the issue... If you upgrade to an i7-6700/7700, the issue will be resolved.

Nope my usage on the cpu isn't even maxed... It sits at 50-60% in warframe and it's at 80-90% in BF1 but bf1 holds it's fps at 80-90 but doesn't drop. (already plan to change my cpu before I even got this card)
