After doing that, do I turn off my current PC and plug the USB in the new one?

Yes. It will boot to a desktop, but double click the Install icon.

Linux does something called "Live USB" where you can test it. It will automaticly boot up like this. But there is a install icon on the desktop of the live USB. That will install to HDD.

You just boot into the USB that you wrote the ISO onto with https://www.pendrivelinux.com/ or https://rufus.akeo.ie/, it will then run the OS in a live mode and have a installation icon. The installation is highly graphical and simple, good choice in linux mint.
