No. You'd be better served using a Pentium G4560 and then adding something like an RX470 later down the road. AMD APU's aren't as good as the Pentium, which can be picked up on Newegg for like $70.

I'd agree with this if you don't have the money for a GPU straight off, but even with the iGPU gaming will suck hard. So IMO it would be better to wait until you have the money for the GPU too and build whatever you have the money for at that time, whether it's an AMD ryzen3/5/7 or intel pentium/i3/i5. If you want to use it for more than gaming, then yes I would definitely go with the G4560 right now.

If you buy used, you should be able to pick up a very cheap CPU/mobo/memory combo. Maybe even an entire pc. Add an 1050ti to it, and you could have yourself a low end budget pc without breaking the bank. And yes, it will be able to do some low settings games. Just don't expect to much. (but it can be very cheap)

Bristol Ridge AM4 APUs are coming soon as well

Keep an eye out for those

Bristol Ridge is based on Faildozer, so no high hopes, and it is still on 28nm. Wait for Raven Ridge (Zen and Polaris/Vega Based APUs).

Is it possible to do a i3 6100 Cpu a good build without GPU to run CSGO

The G4560 is within 2% of an i3-6100 and will very likely be significantly cheaper wherever you look. I wouldn't even consider the old i3 anymore unless you can find it really cheap somewhere, like Ebay.

CS:GO will run on an iGPU, but it won't like it. I don't think you'll get 60 on even the lowest settings.

What build would be acceptable for around $350 not including the graphics card a friend in my it class is giving me his old gt 740

Something like this might be a good place to start:

It lacks a case, but I figured that is best left up to you since choice of case can be pretty subjective. Assuming you buy a cheaper case up to $30 or $40 so, the build will be around $370-$380 in the end. With all new parts, it pretty difficult to go cheaper than that without skimping on things that will eventually become annoying, like hard disk space or RAM capacity.

You might also want to wait and see what AMD releases soon, though. Ryzen 3 and their new line of APU's will be a thing in the near future, so if you can wait, you might be able to get better performance for your money.
