low gpu usage

Hey guys, I have a strange problem in BF 3 MP kharg island....

I have FX 8300

           R9 380 2gb

           2x4Gb 1600mhz RAM

           SSD

When I look in the distance the GPU USAGE drops to 65% and so do FPS...It is still playable at 61 fps but I would like to know why is this happening... It is like my PC is too lazy and does not want to work anymore....
