rx 460 not displaying

I have a rx 460 for a budget build it doesn't display on the mobo even though my 980 does on the mobo the 460 displays on my main rig fine i've tried different monitors and cables

1. tried different PCI-e slots? 

2. tried other port? using HDMI? DIsplayport? VGA? DVI?

3. mobo = monitor? or motherboard? 

4. How did you connect your 980 to the monitor? 

5. How did u connect rx 460 to monitor?

theres only one pci-e slot the 980 works on that one 

i tried dvi, hdmi and display port tried different cables 

i tried different cables and 3 monitors

your getting display output from motherboard? (without GPU in computer) (im assuming that u got a cpu with graphics)

yes the igpu does work

Does computer detect GPU at all? you can check this by going in the bios and check if Intergraded graphics is at "off" when GPU is in PCI-e slot.

with the 460in it dosen't even boot bios the 980 works though
