Ryzen uses neural network to guess possible data and instruction and uses prefetch. Intel probably has such a prefetch mechanism although not a neural network. My question is what is it called?

"neural networ" is a bit of a stretch made for marketing purposes . It actually uses a perceptron-based branch predictor as seen in jaguar , but heavily revamped . You can get more details here :
