My i5 6600k is stable @ 4.6Ghz and 1.275 V, 
I tried 4.7Ghz at 1.275 V and my PC restarted itself
Also tried testing 4.7Ghz and 1.3V and it restarted itself once again. 
My thermals are fine and haven't ever went over 60C, what do you guys think is the issue? Is the clock pushed as far as it can go?

Your voltage is too low. You can go past 1.3v, I suggest you keep trying until you hit 1.38v then stop.

More than likely it just can't go any farther. I run into a similar issue with my G3258 now where 4.5 is stable at around 1.28v but I can't get 4.6 even at 1.43 volts.
