I am looking for suggestions whether it would be better to either purchase or build my pc.

overclock the RX 470 and then you'll get almost the same performance of RX 480. I prefer you to wait until Ryzen 5 release as it may perform better but still this is good too.

Changed the PSU and yes if he wants it within the budget then he can go with i5 and RX 480 4GB and I also said that he can wait until Ryzen 5 release.
