budget office PC for dad

im building a desktop for my dad. he will be mostly web browsing, some word processing and youtubing but no gaming at all.

budget of about US$500.

id like the build to be lag free, so not completely cheaped out.

i found this build and would like some opinions on it, is it good?

ram is incompatible with the mobo and the psu is bad quality.

this should be more than enough.
