Zotac puts out some of the most overkill VRM's on any GPU and will overclock better on average. That doesn't mean you can outright say the Amp! Extreme will perform better than the Strix (or any other version), though, as overclocks will still be determined by the silicon lottery more than anything else. Any performance differences will be very minor, anyhow. Your decision will come down primarily to looks, brand loyalty, etc.

 

Even though I'd call the Amp! Extreme the better card, its performance benefits aren't significant or predictable enough to offset virtually any other considerations you may have.

That's misleading for a number of reasons. The Amp! Extreme was quieter in the same tests despite having higher stock clocks, so the fan efficiency is about equal for both cards. The Amp! Extreme also overclocked higher. 

 

All that aside, it doesn't even matter since there's no guarantee about binning. Imagine each aftermarket board as a "motherboard", each aftermarket cooler as a CPU cooler, and each GPU chip as a CPU. If motherboard manufacturers picked a random CPU out of a pile every time to send to reviewers along with their motherboards, there would be almost no concensus on which motherboards overclocked well or how well different CPU coolers performed since their results would be reliant on the silicon lottery. Yet that's what we do with GPU reviews.

well I love my 1060 strix. Great cooling and rgb. 
Keep in mind that the zotac card is HUGE and It might not fit all cases.

That's wrong. Cooling is hardware not software dependant like overclocking.

Even at the same clockspeeds and voltages, some chips will draw more power than others. This means that thermal testing may not accurately reflect the performance of the cooler, since the heat output of the GPU beneath it will vary.

For the sake of analogy. My argument was that if every CPU cooler review used a different CPU, thermal results wouldn't be reliably comparable across similar coolers.
