Upgrading old computer for CAD/rendering/Gaming - Low Budget

Hello,
My problem is that i need some horsepower to keep up with working, but my budget is very low.
The primary use of the computer is BIM software and CAD, Revit,  to be more precise. Altough it is a 3D software Revit uses CPU to render. I also use 3D modeling wich uses graphics card and rendering that uses both CPU and GPU. The last use of the computer is everyday things (internet,email) and Gaming.
I live in Brazil, new parts are overpriced, used parts don't lose value over time, and its very hot in the summer (I dont have AC)
I use an Asus Gaming Notebook G74 as my main computer, its specs are:

i7-2630QM - 2.00-2.90Ghz 4C/8T
8GB memory

GTX560m graphics card

It held up quite well up to now, helped me go through college. But now i foresee a few jobs coming that may need a bit more power and I am thinking of upgrading an old rig that i have.
I dont want to build a new powerful computer because I intend to go on a masters course abroad next year and i dont want to buy a new computer for it to be left behind unused and becoming obsolete, and this also means that i need to save money for the masters and cant spend it with a new computer.
The old rig specs are these (I dont have it here, so not everything is listed):

I5-750 - 2.66-3.20Ghz 4C/8T
8GB - DDR3
GTX 460 graphics card
Some cheap ASUS MoBo that i dont remember
The PSU is a good Corsair 500 or 600 W, i dont remember also.

Now for the upgrade options, i would like to know whats is the best bang for the buck that i would have.
For the CPU:


Option 1:

Change the processor to an i7-870 - 2.9-3.6Ghz for 600BRL(193USD) 

Get double the threads, if the motherboard allow, i would like to overclock it with an used cooler

Option 2:
Change the processor and motherboard to an i7-2600K - 3.4-3.8Ghz
The processor costs about 700BRL(225USD) used
The MoBo I need help, one that can overclock? An used one should be also between 300-450BRL(95-130USD)

Both options i would like to use 16Gb of Ram
For the GPU, my father is going soon to the US so i plan on asking him to bring me an GTX 1070, if possible buy the RAM too, but i dont know if it will be feasible
So, what are your opinions? What is the safe overclock and the performance of each build?

Have you considered Ryzen 5? This isn't confirmed, but if its true I wouldn't touch your legacy i7s.  Same price gets you much, much more!MnhW90n.png

I did not knew that the prices and release dates for the were already released.
The problem is that  here, the R7 1700 is costing 1500BRL, about 490 USD, if we use the same proportion, the prices would be:

1400  - 773 USD

1500X - 845 USD

1600 - 975 USD

1600X - 1112 USD

This of course without the motherboard, based on the list that you gave me it would be a 350BRL plus, if that model is available here.
 

Even tought, it is interesting , now i only need the benchmark results...lol
The only problem is that if it arrives too expensive here i would already have bought the GPU and wouldnt have  the money to complete the build.. thats a risk.

On estimate, how do you think that the ryzen 5 will perform against these aforementioned i7's? And even if ryzen 5 isnt an option, will the upgrade result in a significant performance boost?
