WARNING! IF YOU WATCH THE VIDEO, THERE IS A PRETTY INTENSE STROBE-LIKE EFFECT

 

This just started happening recently. Whenever I rearrange my displays through the Windows Settings, this happens (see video). The hardware I've got is a Radeon HD 3450 low profile, 256 MB GPU, an Aver H236HL BID monitor and a Dell 17" monitor. What can I do? I don't want to die from using my computer!!!

try the cable first, then undo your settings

Try installing older drivers, that usually helps

It doesn't stop if I revert the settings. I'll have to try an older driver. If that doesn't work, it's probably something to do with Windows Server 2016. And no, it doesn't matter if I am at the desktop or anything. The only way it will stop is by force restarting the machine.
