Well I used prime95 to check my cpu, and boom it hit 100 c. I do live in texas so it's pretty hot here.

But I checked on aida64 and my cpu multiplier kept changing. I don't know if this is normal.

Seriously, when your pc is at idle/doing nothing, the multiplier goes down, because the CPU power isn't required. As soon as your PC has to do something, it will go back up.

Sadly, i wish it was that easy, but it is not.

In case of AMD, it's called 'Cool'n'Quiet'.

It's part of the built in power saving features. If you want to turn it off, change your Power Plan in Windows to High Performance.

Either you have an overclock set or Intel Turbo Boost is active. You can disable this through the BIOS of your motherboard. The button to get into the BIOS when your PC boots up is sometimes different from motherboard to motherboard, but I think most of them will all respond to the Delete key.

 

You should also look into a better cooler if it's that bad in my opinion. The Cryorig H7 or Coolermaster 212 Evo are good choices for budget options.

yes it's normal, your CPU is trottling to prevent you from destroying it.

100c is incredibly hot and it's not normal make sure your CPU cooler is well seated and that you used a proper amount of thermal paste.

100c is not normal for a 4.2ghz i7-4790k. Either the thermal paste dried up acting like a insulator or your cooler isn't fully seated on the CPU. Either way, I would remount the CPU cooler with fresh thermal paste and be sure to check all the case fans for obstructions. Then redo your prime95 testing to compare.
