Windows 8.1 has been pretty buggy that could be the problem was it doing this before you got 8.1

Restart once a week, or turn it off when you go to bed. That clears out the memory.

I always turn my PC off when im going to bed xD

well that probably explains it try downgrading to 8

Are you sure you have a 2x8gb kit in your PC? You're only showing as having 8gb total.

 

This might be just the way windows handles memory allocation. For instance, on my Windows 7 machine, I only have 500mb "free." However, I have over 4gb "available." If task manager is only showing you using 1.2gb, then I say don't worry about it.

I honestly think you're fine. I have one tab open in Chrome, and Skype, Battle.net, Origin, Steam, and a bunch others in the background and my resource monitor shows ~3.0gb in use, 1.2gb in standby, and 3.8gb free.

 

Open resource monitor, then view the memory tab. If it's similar to Windows 7, should detail the usage at the bottom.
