Use some needlenose pliers to get it out. Don't be rough with the plastic locking tab.

What I do when the 20 pin connector 'seems' jammed, I hold back the small plastic tab that holds the connector to the motherboard and slowly rock it back and forth instead of just pulling it out. It might send that you're straining the motherboard but if you be gentle and slow, you can take it off.
