I used to own the FX-8350 and it's a very good budget CPU, although the i7-4790K is quite the upgrade it would also require them to upgrade their motherboard and that would cost about £100 just for a decent OC one. I also currently use an ASUS VG248QE and can say it has a lovely crisp display. I would personally just buy the 1060 if money is some what tight and maybe upgrade the rest over time.
