Hey, I have a issue with my computer and I have tried everything that I can possibly think of so this is the only place I think I can get some real answers.

(My PC Specs)

Asus Rampage IV black edition MB

Intel 3930K 3.2 Ghz - 3.8 Ghz turbo

GTX 1070

My issue is that my CPU only runs at 1.15 Ghz and occasionally clocks up to 1.18 Ghz I have tried going into bios, and done just about everything I can think of from OC'ing the hell out of the chip (5.0 Ghz) and regardless it will not show up in windows as anything more than 1.15 Ghz, so recently I just got my CPU replaced with the same chip BRAND NEW, and I still boot up with the same problem, I am not sure whether it is my OS, or MB. I updated to windows 10, then had even more graphical issues because of the extreme bottleneck so I downgraded back to windows 8.1. The MB Bios says that the chip is now currently (or should be) running totally fine at its stock speeds, I flashed the bios more than 5 times and updated it as well just trying to get it working with no success. So recently I was able to find the problem specifically was that my core multiplier was only set to 12 when i think it should be set to 24 or 36, although I have no clue where to find that in bios and I cant find it. Anyone have any solutions?

CPU's will intentionally run at lower clock speeds when its not needed. Dont worry, its there to save you money. When you load a game or start rendering it will boost

When I stress test it, or game it does not ramp up in speeds, it only lets me use 30% of the CPU and it never goes above 1.18 Ghz when it is supposed to run at 3.2

Oh, well in this case take the motherboard back. Sounds like a chipset issue
