So basically im planing on buying the VEGA GPUs (if its good) and i wanna know if my i5 4460 will bottleneck Vega GPUs i assume they will be cheaper and stronger then 1070s any1 here that actually has i5 4460 and 1070 ?

It is very unlikely that any true quad core (basically Intel i5 or better) from this decade will bottleneck a modern graphics card, especially a haswell cpu. When you get the card, make sure to get the NZXT CAM software, which has an overlay that shows cpu and gpu usage in game. If, after you get your card, your cpu is at less than 95% usage and your gpu is consistently at 80% or higher, then congratulations, you don't have a bottleneck.

At 1080p, 144Hz there will definitely be a bottleneck, you need an i7 or an R7 to avoid it.

I dont really wanna order and receive a GPU and realise that its bottlenecking it, and returning it aaaaand eh ...

It's just that higher refresh rates require more CPU horsepower and an i5 is not going to deliver nearly as good of an experience as an i7 will, there is also a frametime issue with i5 CPUs. They are significantly higher and have significantly more frametime drops compared to i7 CPUs.

 

Check this out and look at the frametime graphs in games such as Crysis 3 and RotTR:

While I agree that's valid especially with AAA titles, with eSports titles, they are generally less demanding on both the cpu and to make the barrier for entry that much lower. However I will reverse my overall argument in this thread though, seeing as it's a lower clocked i5 than I expected. For some reason I thought it was one of the more "mainstream" haswell skus meaning the 4670 or 4690. However I still feel like if Anzexx isn't going for AAA stuff, a 6600 or 7600 will do them nicely without "breaking the bank" even though they still aren't the cheapest things around.

Though on the other hand, if the titles OP is playing are not that demanding as AAA titles, he can just get away with an RX 480 for 144hz in eSports titles.

I dont only play eSport games, i play some GPU intensive games, like witcher 3 but not many, but feels good to play everything on maxed ;)

Yes it will bottleneck but until vega comes out you can save some additional money and upgrade to some used i7 4th gen :)

In that case then yes, I'd recommend upgrading your processor. However, as intel's IPC hasn't really been evolving too much for a long time (marginal upgrades of 5-10% per generation. Even Luke was running a 2600k until he built "Geodude"), a 4790k along with the gpu upgrade should do you fine.
