Are they possibly dead pixels or GPU artifacts?

If it's happening during games it's likely artifacts, meaning your card is either dying or is being overclocked too high..

 

If it's happening all the time, try securing or changing your video cable, monitor, or reseat the video card.

but not on 144hz

Sounds like the monitor then.  Is it completely fine at 60hz?

Try different video cables or testing it from the iGPU.  If neither of those give you different results, the monitor is dying.

As a side note, this issue seems to happen to other owners of your monitor.  Some say switching to DVI may fix it.

Basically it's the gpu built into your processor.  You can either remove the video card and run the vga/hdmi from your motherboard, or disable the video card in device manager.  I would resort to this last though, try the other things I mentioned.

im using dvi but i tried hdmi an it doesnt support 144hz
