So CPU for gaming

I wouldn't say it sucks at gaming. The FX series sucks at gaming. It's just Ryzen is very overpriced for gaming with i5 level performance for i7 prices.

A good locked processor is fine for someone pushing a 60 Hz panel. My E3-1231v3 that I got a couple of years ago is still pretty killer at 60 fps gaming in very cpu heavy games like Crysis 3, GTA V, Fallout 4, Battlefield 1, and Watch Dogs 2. Besides, the i7-7700 is already really fast at stock speeds since the quadcore turbo should be somewhere from 3.8-4.0 GHz. It won't last as long as a 7700k and Z270 board for 60 Hz gaming since you can extract another 25% clockspeed with a good Z270 board and liquid cooling, but you gotta ask yourself if all the added expense for overclocking is worth it over just saving those expenses on board+cooler+unlocked multiplier and buying a new cpu a year earlier. If he had a 144 Hz panel then by all means I would say i7-7700k + Z70.
