RAM usage on idle

Quick Question: I have 16GB of DDR4 2400MHz RAM in my rig, and my system is using 30% - 35% of it on idle. will that affect performance by a noticeable margin? (especially gaming) If so, how would i resolve the issue?

 

Backround Programs include: 

 

Google Chrome

F.LUX

Steam

Rainmeter Desktop

BitDefender AntiVirus

chrome generally has high usage. Also steam can if you are downloading/updating games. I would close those if you aren't using them at all. Using Task Manager, can you tell what applications are using the most RAM?
