If i change my cpu i3 to i5 do i need to reinstall windows? using win 7 pro

I'm assuming you mean uninstalling and reinstalling drivers, but I don't think that would be easy to do.

When you change mobo. Windows doesn't care about CPU. Chipset driver (mobo) handles interaction between OS and CPU. Only thing that can cause issues is OC. And even that only does it on BIOS/UEFI level.
