computer won't boot

my pc won't boot 

spec list:

asus x99 deluxe 2

intel 5960x

128 Gb hyperx savage ram

gtx 980 ti

samsung 950 pro 256gb

hyperx predator 240gb

corsair liquid cooler

2 seagate SSHD 2Tb

corsair ax860i

 

my pc Q code led is stuck at 79

and i have tried to change the  boot ssd, ram, gpu 

and flashing the bios but nothing is working we also cant get to the bios but no luck
