Take off the panel and use a cardboard sheet to not stain your garage floor

Plasti Dip works well since you can peel if off easily without damaging anything when you're ready for a colour change.

Will any type of SP work on a steel panel?

I think so, if not ask a local spray shop or ask a group of spray painters. Most of us don't have experience with spray painting steel

Here I have a guide that goes over the details on all of that under General Painting but your doing to want to scuff the surface and ideally apply a light coat of primer to promote adhesion. Some of the best paint options would be automotive stuff like Duplicolor.
