you need to get into the bios (read the manual but probably just keep hitting del or F2 during boot) switch to advanced bios view and go to the boot tab there will be a section labeled boot priority, check that your drive is showing up, make sure the device you're trying to install your OS from is at the top of the list then exit and save changes, it'll restart and should set you up to install your OS.  after you install OS put that drive first in the boot priority menu for a little quicker boot time

Since you haven't installed the OS, you simply need to plug in the flash drive containing the installer to your PC and it should boot from there and begin the installation process. If it doesn't, you might need to select your flash drive from the boot devices (press F12 or the specific key for your motherboard when the PC boots up).

You don't need a license to install win10, runs license free for as long as you want just throws a watermark in the bottom right corner and disables some easy personalization features (that can still be changed just not the easier way)

You don't need a license, windows 10 will work just fine but will have a water mark at the bottom. Not sure if it last forever but it's long enough to buy a key if you need too.

when I turn on the new pc is turns off after a few seconds for about 2-3 seconds then comes back on before going onto the black screen that says "reboot and select proper boot device" is that normal?

 

also the media creation tool can't detect the flash drive so I can't create a windows 10 boot drive
