MOBO: Gigabyte Z97X-SLI

CPU: i7-4790k

Ram: 2x8GB Corsair Vengence Pro

Case: Corsair Graphite 760t

 

Give a history of issues with this CPU

 

Started off with stock cooler:

I used this cooler for a few months but started noticing it thermal throttling when my wife was playing Runescape.

at this time I bought a cheap hyper 212 evo as I was low on cash and wasn't looking to overclock anytime soon. This seemed to only help a little bit as I was still seeing idle temps around 55 degrees.  Fast Forward to tonight where I have purchased an NZXT Kraken x62.  I am not seeing lower idle temps around 32 degrees however the temps still seem to jump around everywhere. Mind you this is all at stock no overclocking.  I open chrome and watch it spike up to about 58 degrees for a couple seconds. loading up Runescape for my wife shows temps around 60 degrees (mind you this is not a great comparison from previously as they have switched from java based to a dedicated client.)  I loaded up Prime95 to see how well the cooler handles temps under load and cpu spikes immediately to 100 degrees and thermal throttles to about 2ghz on all cores.  I have used the thermal paste that came on the cooler.  took it up switched out the thermal paste for some that I had previously.  No changes attempted to take back up and make sure backplate and everything was seated correctly re did the thermal paste again still no change.

 

I cannot for the life of me figure out why my temps are everywhere and why it cannot keep steady temps.

 

Any help or insight would greatly be appreciated.

Make sure you dont have any "AUTOMATIC OVERCLOCKING" enabled in the bios.

I have disabled any automatic overclocking and even turned off the intel boosting as well however this did not help anything.  Another thing that seems odd to me is that it is idling at 45 degrees in the UEFI.
