Yes and no. You would need a differnt motherboard case and PSU, which would probably put this at a total of $425 or so, but it will be much better than what you had.

https://pcpartpicker.com/list/g8jtHN Here's the list in an HTPC case, it's a bit more expensive at $440, but performs much better, and you could always not buy the 1050 now to bring it down and when you have the cash put that in.

i just wanna say two things:

- that power supply is not quite my preferred brand, while they have never *really* failed on me, FSP group power supplies come with yate loon fans, which have bearings about as reliable as a north korean rocket.

- that build list gave me an intense feeling of "2010 called, they want their spec sheet back"

if you're going only for small and low TDP, and dont really care about performance, look into asrock's Q1900m and Q1900-itx boards, they're pretty okay for office tasks, actually come in rather cheap, and it's mobo, cpu, *and* cpu cooler in one package :P (add ram, psu, drive, and case, and you're good to go)

 

and with a tdp of 15 watts it's probably about as low tdp as you can go :D
