Lowest temperature air case

Something that won't obstruct airflow would be an open test bench that has no enclosure basically, however your limiting factor to your lowest possible temp is your ambient temps, as it cannot go lower than that.

I also did upgrade my cpu cooler to the 212 evo from stock and it didn't make a difference, not sure why?

Yes that can help with temps most times load temps will be most effected by that than idle temps.
