a top of the line amd FX chip would work well with csgo running at 4k.

helllll no, the new maps (inferno and soon to be dust 2) would struggle at 60fps with an fx chip at 4k

If you're playing older games at 4k then get an 8320/8350/8370 with wraith cooler. If you're asking for Ryzen alternatives because you're on a budget then you're not ready for AAA 4k gaming anyway.

Yea. The iPad air 2 is what I use instead of my laptop but I do Skype and personal stuff on my laptop because this belongs to my mum's work

you have an AMD fx 9590 clocked over 5 ghz? my friend is upgrading from a fx 9590 clocked at 5.5 ghz, its not that big of a deal even with new texture.
