Underperforming GPU

So, when I'm playing CS GO on my rig that I just built I notice my GPU's fans aren't even on. I'm at 20 fps and meanwhile the GPU is only at a 160 baseclock. Is there a way to force my GPU (Asus Strix GTX 960) to run at a higher rate?

What driver are you running?

Reinstall drivers.

It could be that it's getting stuck on it's low power setting.

What @APasz says, check your settings too, stuff like Power options and that. 

Also remove graphcis driver with DDU, but download newest driver before you do it.

have the monitor cable attached to the motherboard or the graphics card?

Maybe it switched over to integrated graphics?

 

Try going into your NVIDIA control center and set it so that the 960 handles CS GO, and not the integrated graphics

Oh dumb me. The HDMI cable is connected to the Graphics card.

well, if you reinstalled drivers, and the on board isn't interfering with it ( maybe through hybrid graphics ) how's about reinstalling steam or maybe setting affinity to 1 core.

UPDATE: So, I fiddled around in the Nvidia Control Panel and in MSI Afterburner and my FPS has improved a bit. However, I'm still only at 60 FPS or so and my GPU is only at 30%.

Sounds like you have vsync on

uninstall afterburner........... and yes, check vsync.............. and you can uninstall all the nvidia stuff except for graphics driver and physx driver. just more bloatware to slow things down........ are you also using that crappy gaming software by nvidia?

That's vsync.

I checked it out, Vsync was already turned off. Is there any chance that my Kaby Lake Pentium and GTX 960 just can't handle it that well?

What is your cpu usage while playing?
