Phanteks PWM Fan Hub Controller doesn't work using SATA cable

Hi, I have the same problem. 

If i connecting the sata power cable nothing happens. But it is working when connected to the cpu with the 4 pin pwm cable.

Whats the end of the story?

 

...The manual said dont plug the 4 pin cable if the sata power is connected,so concluding from that the hub NEED to work with the sata power ONLY connected, i think with full rpm.

 

Maybe the hub is defected? Or something wrong with the soldering?
